I've measured the waist 2 ways, with the waistband laid naturally, & stretched out with a spring-loaded hanger, so no returns if they don't fit. NOTE: It's common for the waist of women's low-rise and mid-rise jeans to measure more than the label, as you have to account for the width of you hips/curves.
